Rights concerning dodgy flooring job

Hi! I asked a few days ago for some advice regarding a screeding job. Well its gone pear shaped and I wondered if someone with some knowledge could offer advice.

Had the screeding job done - guy used self levelling compound. I didnt see the bags ( I know!) but he told me he'd used 10 for 27sqm. He was there for 1 hour in total. Well now its dried I've checked and its still not level. Up to 4mm in some places and it hasn't gone right up to the wall in others. I've told him and he's coming back next week to check himself and said he will fix if he agrees its not level. Fair enough. He said he wants paying on the day but I said not untill it's dried and we've checked its level. He said he will wait for 100mins and check himself. Is this possible as it won't be dry surely? If I pay him he will never come back if its still not level. Also if he insists its level already and wants paying what are my rights? Very unhappy so far having to deal with him. He's been really unprofessional.

Here are your rights.

Tell him you want it to be fixed, as per the legislation.
