Mess in communal area question

I live in a lovely flat in Scotland in a shared tenement with 4 others. I pay money to a factor every month who looks after the building.

One downstairs neighbour has been gone for the whole pandemic. At the weekend I saw a painter coming in and out of her home and saw her for the first time in a year. There are now paint footprints over the entire bottom landing, it's a complete mess. I'm guessing it wasn't the factor that did this but a privately hired painter and decorator.

Let the people know who own the building to get it cleaned up.
Decorater should have done it yes but bit late now

Ok @Moonshine11 I wasn't sure if it they would do it as the mess was made by someone else.

A bit of an awkward chat to have to have with the neighbour!

I know what you mean but they clean everyone else’s mess in communal areas.
I assume you have a cleaner who comes round every so often?

Let the Factor know, you dont need to discuss this with the neighbour, it might be covered by the builders or the neighbours insurance.

But then it would come from the shared finances held.

@KatDubs261 Your neighbour needs to speak to their decorator and arrange for them to make good (at their expense) the mess made.

Your managing agent (if you have one) should be able to liaise with your neighbour regarding it.
