Would it be weird....

To have a ground floor bedroom/office off of the dining room?

This is my proposed floor plan. Missing in the front hall is staircase going up and patio doors from the dining room into the garden. The bedroom would have a window as does the living room!

Would it be weird....

If it suits your family then there’s nothing weird about it, if it’s the only practical place to create space. The dining area does then look a little cramped though: would it be in reality?

In terms of when you sell, generally people rarely consider a downstairs room as a bedroom especially if it’s directly off another room, so it likely wouldn’t add value that way, but would do so as a study.

I think it's fine as an office / guest room or older teenager's bedroom. It would be a bit weird as the master bedroom and not really suitable for young children who go to bed early as noise from the kitchen and living room could disturb them.
If a future buyer wanted to change it, it would be easy enough to use that space as another living area or take the wall down and make it a bigger kitchen / diner and potentially use the ensuite plumbing for a utility.
