Raised patio

I am at my wits end arguing with hubby about the size of the patio! We have 1.2m drop to garden level from our extension so needed to have planning in place for raised patio and it has been approved ar 60cm above ground BUT I cannot make him understand that now we have that we should be able to make the space work for us other than some little space where even a table or sofa wont fit...
I was proposing 3 steps (as per planning) and then 3m space/platform for table etc. And then 3 more steps to grass level.
Is there a law which forbids this?
Is there such "size matters" issue once the planning was allowed at certain height?
Yes I understand we will be higher than neighbours at that level but we have raised fence on side already and could increase on other. Onviously I want everyone happy but then thks works is gonna cost and I want a space which will get used not hated!?
Anyone in the same situation? I am looking for wisdom, experience, ideas and inspiration. Please!

I'm in the same situation. Not sure what the drop is to be honest but my patio will be higher than that as I need a balustrade of over 1.1m. We're having three steps down 45cm to the patio from the house. The patio is 2.5m deep and then steps down to the garden. We're putting raised beds along the garden side of the patio.

I'm surprised that planning didn't stipulate how deep the patio can be but maybe they don't care!
