Neighbours noisy new boiler

Our neighbours have just recently installed a new boiler with a pipe that vents out facing our house and garden. Not a problem in itself if it wasn’t for the fact that it’s so damn noisy!
It sounds like a cross between a boiling kettle and an extractor fan and it seems to be going off and on constantly day and night. It can be heard from inside our house with doors and windows shut, which is really annoying late at night when there are no other sounds.
Is this normal or does this sound like there’s an issue with it? We have mentioned it but our neighbours are very elderly and can’t hear it themselves, so although they said they’d contact the installer they don’t appear to have done so.
We are torn as we don’t want to keep on at the neighbours especially if there’s nothing that can be done, but at the same time the constant sound is driving us mad!

Doesn't sound normal.
Maybe they would be more inclined to contact the installer if you expressed concern that this noise could mean its running inefficiently and using oodles of gas or it's unsafe and pumping out carbon monoxide

We did try the cost of it running constantly angle but it didn’t have an impact.
