utility room, where do I start?

tight budget, our current one is falling apart. last year we had 2 quotes, one was horrified that it was "out of the 70s" and we never heard back, the other quoted 10k+ which is about what our kitchen cost! I'm also seemingly quite dim, I don't understand the ikea website.
please help: do I get a fitter to supply and fit all in?
do I get the units and get fitter?

whats best on a concrete floor?

budget flexible but what's realistic for a "that'll do" utility room?

Do you have an existing room? If the plumbing and wiring are already there then it I'd think it should be relatively simple to replace. I'd get a good kitchen fitter in who can source from various places, or will let you buy your own units and get them to measure up and help you design. I'd aim for basic kitchen units from somewhere like Ikea or Howdens, B&Q, Homebase etc. The units themselves are relatively cheap and if you assemble the flatpack yourself it would bring the fitting cost down although it might not be worth the hassle! I'd expect a full kitchen for £10k!

thanks @emmathedilemma. I think its not finding the right fitter which has confused me (actually we did but he was a bit of a nightmare with lots of dodgy views which he didn't hold back on etc).
