Removing a name from a right to buy house

Hi

I bought a house from the council under the right to buy scheme. I bought the house with my sister and mum.

My sister has since got married and would like to remove her name from the deeds and buy a home with her husband. i rang my mortgage provider and they confirmed I can afford it without my sister however as its a RTB I would need permission before I can remove her name.

I spoke to RTB helpdesk and they said I would need approval from my previous landlord ( council), I then rang my the council they told me to speak the RTB helpdesk . so kinda gong around in circles.

Has anyone done this previously? or can anyone guide me how I go about removing my sister from the deeds.

send emails to both or get confirmation of what they have said & send it by email to the other
There is a very well hidden complaint procedure at the council - from what I remember? or CAB?

Look at your title document. The B register will have an entry that names a particular organisation such as the council. They’re the ones you need permission from.
