Damage from smoking

I have taken responsibility for a property which has extremely heavy damage from smoking. We are managing to cut through some of the wall damage using actual and commercial Elbow Grease but the high ceilings are very difficult to deal with as I can’t apply much pressure when standing on dodgy ladders!!!
Has anyone got any experience of how to deal with this successfully?
We really don’t want it to come through new painting.
If ever you saw an advert for not smoking, this would be it..........😳😳

We had similar from tarry fireplaces and our decorater used Zinser Bin - it got rid of the stain and the awful smell, amazing stuff. Its strong though so you need to ventilate well and wear a mask - loads of info if you google and on their website.
