Plumbing for shed

I live in a 1950s house and I have 2 sheds. One of these used to house the outside toilet. All my neighbours still have theirs as toilets but the last owners of mine ripped it out (as well as bungling a load of jobs but that's a different story) . I want to turn it into a utility room and will need it plumbing for the washing machine and eventually a toilet as I don't think there is plumbing there any more. Do I need to ask a plumber or a general builder for a quote? Is it hard to insulate a room like that? I keep watching George clarkes amazing spaces and convincing myself I could do it myself until I remember I got transferred out of woodwork at school for my lack of skills!
