PVA concrete before painting? Best paint to use?

Prior to painting do I use a pva solution to 'seal' the concrete floor and concrete block walls of our utility room?
I'd hoped to get the walls and ceiling boarded and insulated but trying to find trades is next to impossible atm in our area. So I thought to start to use the area as a gym I could just paint the walls and floor.

So do I pva them before painting? Plus any suggestions for a decent paint to use? Ta.

no

never put glue on a surface you hope some day to paint.

if it's indoors you can use emulsion paint on the walls, though masonry paint is better and more durable.

In either case, apply mist coats of paint thinned with water and a large brush. Concrete will probably need two, as the first one will sink in and disappear.

Concrete floor paint is quite expensive. "International" seems good.

Thanks @PigletJohn, I thought I'd seen something about it being a no-no so thought I'd check. It was all the rage putting everywhere in the 80s (?)!

Not sure what to put on the floor as a temporary thing, hopefully it will have a permanent 'covering', just not sure what probably tiles. But maybe not as it'll be a through route from the garage to the garden. What would you do, just paint the concrete? Ta.
