Structural engineer

Some advice appreciated. I started a house extension a year ago (delays due to covid). In the initial stages of the build there were some changes to the design and a new requirement for a connections diagram. The structural engineer is very slow to turn around anything and, despite the contract stating that he would provide visibility of additional costs and seek approval before proceeding with work, he never did as he was always too busy.

Under pressure from the builders who were threatening to leave site due to the engineers slow turn around time, we progressed with the build and never received updated costs from the engineer and he never invoiced for any work (despite the contract saying that invoices would be issued every 30 days).

With a view to sorting out finances and making the necessary payments I contacted the structural engineer by email to ask for an invoice so I could progress payment. I had no response. I followed up with an email and a phone call and managed to speak to him and he was rather abrupt and said the invoice would be issued within 4 days. That was nearly 4 weeks ago and I still haven't received an invoice. I have emailed and phoned again and was assured I would receive something within a day or so but still nothing.

I am finding the lack of visibility of costs very stressful. I am also finding the lack of professionalism and adherence to process and procedure maddening.

I just want to understand the costs and pay. But I can't seem to leverage a response. At some point soon I will need to calculations for buildings control and I am worried he is going to use this as leverage to inflate his costs.

As I understand it he is a very good structural engineer (well known for the quality of his work and designs) however he is also well known for his tardiness which I believe is due to him being very busy.

He has 13 months to communicate updated costs and to invoice me which I believe, even for the busy person, is more that sufficient. I just find his lack of customer care and professionalism infuriating and really upsetting.

I am not sure what to do next or if I have any recourse if his bill is excessive. Any advice?
