Damp - Help!

Hi. We have a persistant damp patch below a window in our kitchen. I think it must be coming in through the gap between the window and window sill outside. The outside render is only a year old. We don't get condensation on this window.

Is it ok to fill this gap? I did a bit of internet research and kept reading it was meant to be there to channel and drain water away?

What does everyone think? Thank you for any advice.
