How to apply for planning permission for a garden room more than 2.5m high

I need to apply for a planning permission for a garden room at the boundary for about 3m high. What's the best way to go about it?

Make a planning application to your local council, unless I'm missing something?!

As above but if you're in an urban area consider taking advice from a planning consultant first - councils are quite reluctant to agree something that sizeable as they're worried it will be turned into accommodation

I spoke to a Garden room builder today and he said that councils normally approves Garden rooms easily.
