Electricians : registered with ECA/ELECSA OK?

Hi all,

An electrician who's supposedly new to the area posted on next door to say he's available. I asked if he's NICEIC registered but he said he's ECA/ELECSA instead.

Any idea if this is a good enough qualification? Thanks
