Survey needed BEFORE building quote??

We are currently trying to get a new kitchen and an internal wall removed to make a large kitchen/diner.

We are trying to get build quotes and received one that was free and no obligation. We approached a different company and they said they could only give a quote once we had a structural survey done first. This will cost £400 approx. So in effect you have to pay out £400 in order to get a quote.

Has anyone else experienced this? I was convinced it was dodgy but another company said something similar.

Well removing a non load bearing internal wall is a very different beast than a load bearing one. You do need to know what it is, and how it would be supported if it is load bearing before anyone can give you the cost of doing it.
