Skirting boards chips

We have a Victorian house wit all original, very deep and decorative skirts, door frames and plinth blocks etc.
But they chip so badly when we hoover, its impossible to avoid it and looks shabby so quickly after decorating.
Any tips to keep it all nicer for longer?

I think it means the top paint has not been applied to a sound base. i.e. The skirting boards were rubbed down enough to provide a good key for the new paint. You would need to remove the newer (and older) paint and start again properly. Bit of a chore but with nice victorian skirting worth the effort in my view.
