Can anyone tell me what "to bring forward" means in terms of repairing a wall or ceiling. I've tried googling but I'm non the wiser.

Is it not you spot prime then give the spots a second coat before painting.

Yep, it's about preparing for painting. A new section, for eg, may need to be brought forward with primer so that the whole ceiling will end up the same colour at the end.
