9 foot fence

The guy at the bottom of our gardens has built a massive 9 foot fence so he can have a more private garden. I have complained to the council who are taking months to reply and when they do just keep repeating requests for the same photos.
It's taken the last bit of light from our gardens and is like looking out onto a prison enclosure.
The elderly lady next door has been isolated since February because of covid and is now severely depressed because she cannot enjoy the sunlight in her courtyard garden.
Can anyone tell me what I need to do next as it doesn't look like the council is doing anything.

Call the planning department, and building control. Or email them both if they aren't accepting calls due to COVID. Send images of your garden before and your garden now.

Search on the council site what their protocol is for complaints and send it all in one go. How hideous. They aren't allowed to do that without discussing with the boundaries on the other side and no fence should be over 6ft without permission x

It is in breach of the planning regulations - 2m is the max allowed without planning permission.

You need to contact the planning enforcement team, detailing all previous contact you have had and copy the email to your local Councillor (s). You should find their details on the Council website. If you get no help from the officers, then keep chasing the Councillors. If that doesn't work, copy it all to your local MP.

If all the above fails.....Call the local paper, the story has the hallmark of good copy in this climate. Elderly neighbour cut off from life and light with additional sad face photos. That will do the job.
I really feel for you, it’s such a bad time for this to be happening, l have been through this too.
