Best radiator makes

I need to change some radiators and towel rails as they have become rusty, what is the best make?
The worst one I have was from Screwfix.

Radiators...we used Stelrads and they were very high quality

rust is unusual.

Were these in a bathroom, with poor ventilation, and turned off? What sort of paint did they have?

Chromed steel towel rails are very prone to rust. Painted ones are better. Chromed brass ones are available, and the best, but rather expensive.

All the radiators are switched on when heating comes on.
The terrible Screwfix one is in the kitchen and developed rust on the bottom within about 18 months. The 30 year old beast that was in the kitchen previously never had any rust.

The towel rails in the bathroom and clock room are white and have a lot of rust under each pipe, the clock room one is almost rusted through at the bottom where it joins the pipe work.

We ventilate each room a lot. (Well as much as possible)

Rust on the bottom might mean there was a tiny leak, collecting there.
