Paint Finish

Decided to paint the very very poor condition banister and railings.
For the life of me I can't get a decent finish on the post. It's been rubbed down 3 times now which left a rubbery deposit on the wood so I bit the bullet and took it back to bare wood. The paint finish stays grainy and there's no gloss (using Dulux High Gloss).
I'm going to strip it again but is there anything I can treat the wood with to give a much smother finish?

Forgot to say that the Dulux is waterbased gloss if that makes a difference

Did you undercoat the newel post before glossing it?

Primer, Undercoat, 2 coats of Gloss. Don’t ignore the drying times on the tin.

When it was down to bare wood it was primered and undercoated.
I was wondering about the waterbased gloss to be honest
