House on a hill

We have a townhouse over 3 stories and the garden is another story down. We've just got planning permission to extend the access from the kitchen to the stairs into a proper balcony, and to move the stairs to a safer angle. Luckily, due to the positions of the houses, we won't be overlooking our neighbours much more than we already do.
Having spent all our efforts on getting permission to make the garden accessible and safe, we're totally stumped as to how to lay it out.
It's a smallish city garden not much bigger than the average living room. South facing, and the stairs will be on the West side.
The children want a trampoline (in ground will be kinder to the neighbours I think) and we want low effort maintenance.
If you have a similar garden please can you share a photo or anything I need to consider?
