Repairing vinyl click flooring - advice

I need to take up and relay vinyl click flooring that has been badly fitted - its been sealed against the skirting board rather than leaving an expansion gap.

Is it going to look better to use white edging (white skirting board but coppery colour tiles) or to cut the bottom off the skirting and slide it under a bit? I don't have great DIY skills and trimming the skirting sounds a lot more difficult and while theoretically the neatest option Im not sure.

If it has just been fitted get them back to remedy it.
If it's been down a while then leave it as it presumably hasn't had a problem?
Is it glued down or floating? I don;t see how you would shift the flooring underneath the skirting without creating a gap elsewhere. If you're set on cutting out the sealant, have any expansion blocks been left against the wall under the skirting? Easiest way to hide anything like this is quadrant along the bottom. Very neat but obviously not the ideal people expect.
