Water knocked out lighting circuit

It’s now 4 days since I discovered water from the flat above coming through the bathroom light. I can now reset the circuit breaker but after a while it trips again.

How long should I wait before getting in an electrician? Not sure how easy it is to get someone during lockdown. I also think upstairs should pay for it - though have serious doubts about their willingness to pay up. They are tenants so If necessary I could approach their landlord.

There is insurance in place but there is a huge excess so not worth claiming.

If it is still tripping after 4 days, I would get an electrician out straight away. If it is tripping your whole lighting circuit, then it is an emergency.
Your insurance will try and claim from the responsible party/ies. Obviously, it depends on your excess, so may not be worth claiming. Speak with your upstairs neighbours though, to see if they have insurance to cover this. Otherwise, it will be down to the landlords insurance to cover.
