Sash window decorating

Hello everyone,

I would like to have some opinion regarding work I had done on my wooden sash windows. Last year I had them repaired (sills and part of windows were rotten). The workman put a layer of primer undercoat and left them to be decorated. It took me some time to do it, but finally, just before the lockdown, I had painters come around to do them. They painted the sills, windows (8 of them) and used some filler and wood filler as well. They didn't sand (or at least sand well) the windows and did a quick job (painted 6 windows internally in 5 hours without undercoat. Just a coat of satinwood). It cost me £1600 for the all thing . Now some parts are already flaking (first photo shows one window. Second and third show me taking piece of paint out with my fingers ).
Do you think the price I paid was low therefore I got a half done job? I m asking as I wasn't under the impression it was that cheap... shouldn't painters always clean and sand the windows before painting them?

Frankly, that's a shit job from your workers. The first bloke should have fixed the rot and filler much better than that and the painters should never have undertaken the job before the first fix was complete. Paint is coming off because the first job was a shocker.

Are those photos taken after the repair work??? If so then it was appalling work.
