Is reporting to the council anonymous?

My next door neighbours have startes construction on an extension at the back of their house.

I had a look at their planning application on the council website and it says 'this council determine that prior approval is required snd hereby not given. The proposed extension would require prior approval ans approval is not granted for the following reasons: the development would be contrary to the requirements of the GDPO and insufficient evidence has been provided to establish whether the proposer extension would comply with the requirements of Class A (j(iii)) contrary to Class A.4, paragraph (3)(b).'

I have no idea what these clauses are, but this means their application was refused right? I know I'm being a busybody but I don't want my garden to lose any light if its not even permitted... But i also dont really want to go to war with my neighbours if it is communicated with them that I dobbed them in.

They've notified the Council of an intention to extend under permitted development rules, but the info provided doesn't make it clear whether the planned side extension is greater than half the width of the original house.

If I were I'd contact the planning officer who has dealt with this and ask what happens next.

Reporting is anonymous but they usually tell the person that someone has put in a complaint, although they never disclose who (otherwise it seems a bit random as to why they are visiting and checking) so if you’re the only neighbour then it’s pretty obvious who’s complained.

An enforcement officer will then visit and ask them to put in a planning application, you will then have the opportunity to comment on it if you want.
