Replacing a duel-fuel heated towel rack

I wonder if anyone has any advice, have tried searching online but no joy. Our towel rack is covered in rust and needs replacing, it's connected to the electric and the water, do I need a plumber or an electrician? Or both?

Any tips really appreciated.

was it a chrome-plated steel one? they are notorious for rust.

A chromed brass one will be much better, but they are expensive. If you see a stainless steel one, it will not rust. A painted or enamelled steel one (like an ordinary radiator) will last better than chrome plate.

Try to set it so it is always at least warm when you are showering, or it has wet towels on it, to keep it dry. You can also have a wide, low radiator with a towel rack or rail above it, and the towels not touching the radiator.
