Who can give access

I have a property which I unfortunately had to let out when I moved at short notice for a job and it didn't sell.

I now live far away but a few old friends have been in contact saying that there are massive works going on to my semi detached neighbours house. My neighbour didn't let me know about the works and although I knew works were going on after I found out via a friend, any attempts to contact the neighbour have proven futile (ignored phone calls texts and even knock on door once) we were on ok terms I thought when I lived there!

Anyway who can give access to my property if they want to use my land to do their works.
The works are not essential but I'm concerned that they are now actually trying to rebuild something over my land while I am away and not there to say anything. Can the tenants give them access? Or can I prevent the tenants giving them access if so?

I no doubt will have to get down there at some point but my work has said no annual leave for anyone until next month due to it being our busiest period.

It would be your responsibility to find out if they need access then negotiate and request your tenants to give access with due notice. Do you have an agent? Is there any planning permission documented online, were you a consultee?

You neighbors can access your property to do essential repairs etc to their house. They need to ask permission though, and that really should be from you, though you'd have to have a really good reason to deny them but seems like you have some concerns. Your tenants should inform the owners and builders that they need to contact you direct before accessing your land/roof whatever.

I don't think I have explained correctly due to not wanting to put myself
I am concerned that they are refusing to communicate anything with me.

My agents are terrible they never respond to any emails and I don't think I can rely on them
