Side return conservatory to utility room

Can anyone advise?

I want to fit out my side return conservatory (lean to, newly watertight and decent) as a proper utility room with a sink. It's back to back with the kitchen where the sink and dishwasher are so the pipes are near, albeit mostly on the other side of the wall. The washing machine and tumble dryer are already out there and there's a cold pipe to the outdoor tap.

I've got an IKEA kitchen and I'd just get matching cupboards. I found it easy to build bits of carcass myself with the instructions so hoping to save a bit of money that way.

Just wondering whether anyone has any advice on the order of things? The electrics are already done including above-counter plug sockets (although no counter yet). Is it plumber first?
