I've just had a quote for a home move. The company said that I have to take the full packing service with them when I asked whether the full packing quote could be split from the main move. Is this normal now?

I would expect so.
Basically if stuff is broken in transit then it could degenerate into a 3 way fight over whose fault the damage is between you, the mover of the packer. Liability might be confusing & disputed.
I would expect the choice for packing to ultimately fall between you and the mover.

I think that larger companies often don't insure your goods if they haven't packed them.
Last time we moved packing was only a few hundred out of the pretty expensive moving costs and well worth every penny.
Smaller companies will probably let you pack your own stuff.
