Air brick letting in so much draught. Can we cover it?

We moved into a 50s ex council house. There is an air brick in one of the upstairs bedrooms. Currently used as a nursery.
There are no gas fires anywhere in property and no back boiler either.
It's always freezing cold in that room and the wind and draughts come straight through so much so that the curtain blows when really windy.
Can we cover it. If so with what.
I feed in there at the moment and almost freeze my tits off. No way baby could ever sleep in there. What can we do.
We have other ventilation in property

I stuffed cotton wool in most slats, allowing a little ventilation.
