How big a utility room do I need for...washer and dryer ...and would you have pantry or downstairs loo or both.?

Washing machine, tumble dryer sink and then one of or preferably both a pantry and a downstairs loo. It’ll have a door from the kitchen and a door to the outside.

Don’t want to use up too much garden for it.

Also, would you have downstairs loo or pantry.

Downstairs loo definitely.

I’m not a big fan of walk in pantries for food storage, it’s much more convenient to store the food in the kitchen itself, plus I’m short so lots of stacked up shelves doesn’t work for me. I have a set of pan drawers to store most of my dry food instead, next to the fridge.

We have a massive kitchen sink in the loo, which means the utility room has all floor to ceiling storage with stacked washing machine/tumble dryer. Otherwise there would be two sinks within 2 feet of each other and the utility sink doesn't get that much use vs the gain from having the full use of the space.

Downstairs loo absolutely, and I would have a combined utility and pantry.
