2 storey permitted development

Please can I ask a dense question? I've read the planning portal guidelines but the drawings and measurements aren't making sense.

It talks about not being more than 3m deep from the back of the house (and 7m from boundary) but then it talks about not being more than 3m high if within 2m of a boundary. But surely that means most terraced houses can't do 2 storey permitted development extensions because it can't be both 3m tall and 2 storeys can it?? And the terrace I'm thinking about is only 5m. So a 3m deep by 5m wide extension can only be one storey in this example because the maximum eaves height is 3m which isn't enough for 2 floors (despite the diagram which suggests 2
storeys).

Yes, my understanding is that you can only do a one storey under permitted development unless you have a fairly large perimeter around your house.

My understanding too - 2 storey extension needs planning permission.

I thought so. The diagrams are misleading IMHO.
