I am seeking advice as to what is acceptable with regard to a house being built.
Firstly, I appreciate that house builds can take a long time but coming to the end of my tether slightly and seeking some advice as to what we could possibly do.
Next door neighbour (never met or seen) purchased the house next door to knock down and rebuild. 12 years later the site is still a building site with exterior breeze block walls and no roof. There are lots if diggers in the ground and every so often builders come (make a noise) and leave. There is someone at the property now making a racket... it is 17.45 and the banging has been constant for the past 2 hours. Unfortunately I cannot see them from my property and due to the type of building site I cant enter or approach the site to get their attention. There is never a van outside either to leave a note. My DP and i joke that the house is being built by ghosts as we never see anyone but hear things going on.
Diggers and materials have been left in site for years and rubbish etc blows into our garden. Bricks and toxic waste canisters have been placed in our wheelie bin (as seen on cctv), we would like to speak to the owner to discuss damage to our property and the rubbish situation but cant work out how as it is a ghost site. The council wont provide information due to data protection etc. And there is no access to the property or letter box (not sure the house is even registered or has an address yet)
Any advice or knowledge about how long a build can take would be appreciated! Other neighbours, postman, bt engineer have all commented they dont know how we can put up with it.... but not sure what can be done. Most of the time it is an empty site with the diggers hanging about 2 feet from our bedroom window and rubbish blowing everywhere.
