How to fix ceiling rose to ceiling after re-plastering?

We've just had a room re-plastered and painted and the ceiling rose for the light has been left dangling as shown in the photo. It needs to be screwed to the newly plastered ceiling, but we're worried about drilling through live wires above, and also wondering about the best type of fixings to use. Any tips?

It's the clear plastic part at the top that attaches to the ceiling - it's not 100% clear from the photos but it looks like that is still attached.

The white plastic part further down should just slide/wiggle back up the wire and then you should be able to twist it onto the clear plastic.

I was about to say the same thing; it should just screw back onto the part on the ceiling. Just watch you don't cross thread it.
