Internal loft conversion - do we need architects plans first before approaching builders for quotes?

We want to do an internal 'velux' loft conversion. Nothing too fancy. I know that we need planning permission.
How do we get started?
Can builders only give accurate quotes once they've seen a set of plans?
Do some builders have a preferred architect they like to use?
Do some builders also do plans and deal with planning?
Should I invite architects first and then builders? Does it matter?
Any advice appreciated, thank you!
