How easy is it to move water pipes that come out of the wall to the basin taps?

Stupid bathroom sink has the pipes coming out of the wall from skirting board level. So they have to be cut to fit around them and it looks crap. How easy is it to move this connection further up the wall?

It's an external wall - I think that means water pipes can't be chased into the wall?

I'd like to have an unbroken skirting board and be able to have a vanity unit without legs.

That's the skirting board that has to be cut.
