Cavity wall insulation

Has anyone ever had old cavity wall insulation removed ?
Our house has CWI installed in the 1970s and our surveyor said this will have degraded and needs removing before we can put in anything new.
After quite a bit of research I've found a few companies that remove old insulation but there seem to be a lot of cowboys and best case scenario we're looking at £1600ish for it to be removed. Then about £500 for new insulation.

Another route is to get a CWI surveyor to inspect the cavity but I don't know if there's much point... surely if the of stuff is from the 1970s it's effectively useless...?

We want to make the house as energy efficient as possible but have limited funds.

It's also the risk to health caused by urea formaldehyde leaking into the home that I'm concerned about.
