Council Liability on Unadopted Road

I live on an unadopted road which is therfore not maintainable at public expense but is the responsibility of the frontages. There are some 24 private residencies who all contribute to the "maintain the road" fund but there is a block of 16 council flats at the top of the road that contribute nothing. We now need to spend a large amount on road maintenance what steps can we take to ensure the council will contribute for the block of flats which makes up by far the biggest by length frontage

Is there anything in the deeds which obligates the contribution to the fund?

Have you thought about having the road adopted? Do the owners of the flats travel the length of the road to get to their properties or is it at the start of it? Do you know if the contribution is per plot or per household?

We back onto an unadopted road but there's no access to our property from that side. We have an obligation to keep the trees/bushes trims so that the bin wagon can get through. I must check to see if we're liable for resurfacing.
