Nightmare Neighbours.

My family and i have been in the same house 1996, it's the only house i've ever known. 3 years ago our old neighbour moved out and the new hell-sent ones moved in. They think they own the street because they bought their house and ours is just a council house. Since they moved in, one of my cats (who used to go into their house for my old neighbour) was found dead (can't prove anything but still) another cat has been very ill twice(staying in the vet hospital ill) and another went missing 6 months ago and thats just describing the pets! Us on the other hand, they complain to the council about everything and nothing eg ; An acoustic guitar being played outside on a sunday at 3.30pm, our dog barking who only barks when someone comes in or someone else is in the house(a friend) when there is another dog down the road which almost barks constantly, they've complained about cat sh#t in OUR garden not theirs! The woman bad mouths us to clients (she's a masseuse or something) saying we've got "lots" of cats(6) who might i add are all well cared for, neutered, chipped and insured and 2 of them barely go outside so they'd only ever see 4! The guy has started watching my bipolar sister from the windows and when she takes the dog up the road for a play, he has twice left the house and drove very slowly while passing her (no doubt watching to see if the dog sh#ts, speaking of the dog did sh#t one day and my sister didnt have a bag on her person but she went back to the house to get one, later in the day the dog warden was at the door! they'd obviously phoned them without caring if she'd went back and picked it up!) yeah so he drives really slow going past her, we've talked to the police and according to them its a council matter, so they're border line stalking and most definitely harassing us but its just a council matter??? A council guy called my sister today and told them that the neighbours "like to look out the windows to see whats going on, are you sure you're not being paranoid?" The council guy said that, probably just cos she's bipolar. How do i know they're actually watching her? BECAUSE THEY WATCH ALL OF US! We cant even go to the gas box without them watching(Our gas boxes and living room windows are side by side but you can hear them at the window!) and if ever we do anything in the garden, one glance and you see a silhouette at a window. But wait there's more....

We met up with a woman we'd recently became friends with, met up to discuss a mutual interest over coffee, during the conversation she says "Are your neighbours such and such?" we said yes and much to our surprise she was an old neighbour of theirs!! and they were just as psychotic with her as they are us!! They even locked one of her cats in a vennel with doors for a whole day! (If you can't already tell, they don't like cats and had full knowledge from our old neighbour that we had a few) we have a meeting with the council next week much to our dismay, should we ask their old neighbour/our pal to accompany us so she can back us up? It's quite clear they want us gone but after 23 years do they really think its gonna be that easy? and if the council are as useless as they have been already, any suggestions to make them shut their holes and leave us alone? Keep in mind, we'd been there 20 years when they moved in and only a small dispute here and there with the old neighbours (1 argument because they cut and killed the hedge dividing us) whose side are the council going to believe? Rant adjourned .

Your neighbours sound odd. The following your sister issue should be dealt with by the police if they do it again. Your sister needs to always carry poo bags - try clipping a dispenser/tying a few to the lead.

The council aren't going to do much about the issue with your cats, or at least not quickly. You need to protect them. Some people really hate other people's cats, so I would suggest cat-proofing your fence to stop them leaving the garden or having a cat run.
You could do something like this with garden brackets, mesh and cable ties - it would only cost a few £ per metre of fence

Yes, it's a hassle, but I wouldn't risk my cats lives if I had a suspicion that my neighbours had killed two of my cats and poisoned a third.

AwkwardPaws27 that was the first thing they did when they started being jackasses, they put plastic Spikes on the fence and a pitiful bit chicken wire along a bit

The council can't really do much about disputes with neighbours. Some of their behaviour sounds criminal but it's what you can prove isn't it. Sorry I can't be more help, they sound like a nightmare. If you can afford it I'd take advice from a solicitor.
