What does this mean?

Explain it to me as I will be a first time buyer and I'm obviously thick as fuck. Going to view a house tomorrow. The seller is moving into a new house (new build I presume) and they've done a "part exchange with the builders".

Does this mean I'm buying from the builders rather than the owners and also if so can I still haggle on the price?!

Yes. The builders. However speak to the EA regarding the vendor. There is no reason why you cannot haggle with any owner or vendor.

Actually a builder might want to sell urgently to aid cash flow!

You can usually get a good deal when owners have part ex as the builders are not necessarily bothered about profit they just want to get the property off their books. A couple near us have gone for well under the asking due to being part ex

I sold my old house via new build part exchange, the developer sold it for £20k less than they gave me to offload it.
