Leylandii trees

Is there anyway I can force my neighbour to cut his trees? They are around 30 feet tall now and are quite honestly becoming dangerous. A large branch came loose in the last gales and luckily got caught by other branches before causing any damage.
He has been asked several times to cut them but has refused. I can cut them back on my property, but as I am only 5 foot, it doesn’t make a difference!
I can’t afford to have them cut down myself as there is perhaps 150 foot length of them. There is no issue with them blocking light, it’s just the potential problem of them coming down and either causing damage to my property or blocking my access.
