Plaster in old house

We have recently moved into a new house. And are starting to decorate. We have 2 issues. 1. Cracks in the plaster. There is a crack running down the corner of 1 room, where the 2 walls meet, it's the same width the entire way and just looks like the plaster has come away from the corner. We didn't notice this till we took wallpaper off. It seems huge but in reality is only about 3mm in width and survey found no problems. My friend is a builder and says it looks like some tried to plaster themselves and used the wrong type of plaster/filler. There was a leak in that room at some point could this have caused the crack?
2nd. We have taken off the woodchip ready to decorate but the plaster underneath is green.... is this paint or old plaster?
House hasn't been decorated since about 1980 and is a shrine to woodchip and artex so expecting some problems.
