How to get this off my wall?

I recently moved into my first home and am slowly doing it up. The hallway has this odd rail/frame thing on the wall, and I'm not sure how to get it off to redecorate. A crow bar? Your wisdom would be appreciated!

It's moulding/beading. Have a close look all around it for sign of holes that have been filled, if you're lucky it might have been screwed into the wall and you can uncover the screw holes and remove it that way then clean up any caulk used around the edges. More likely it's been panel pinned and glued. You might want to try using a chisel and a hammer to pry off one of the shorter corner pieces - go gently though as you could end up pulling off chunks of plaster. If it's been on after the wallpaper, that might mean it comes off more easily.

I'd personally try the claw on a hammer to see if it will easily prise off.
