Toilet seat washer question

Hi, I fitted a new loo seat yesterday, but the instructions had gone missing. There was a washer that was a circle of plastic that matched the loo seat fitting so I put that above the bowl. There was a thicker, smaller washer that I put underneath the bowl before screwing the butterfly screw in. Is that right? Or does the thicker washer go above the bowl too?

the big circle rather flat one goes above the bowl, through the long pin and small one at the bottom through the long pin.
