Anyone here work for a council or housing association

I wanted some advice from someone who works with a council or housing association. I've asked the councils permission to put in a new kitchen just cupboards and work tops. I want to buy them myself and my uncle fit it ( he's fitted loads of kitchens as a job but just doesn't work for a company or have any qualifications) but he knows what he's doing. So I was wondering whether this is allowed or will the council expect me to pay a company to do it? I am getting them from Ikea and if I fit myself it will cost up to £1500 but if Ikea fit it, it will be £4000 the cheapest which I can't afford. Will the council expect me to do that? Because that would just make it impossible for me. And the couch kitchen is disgusting, rotten wood and doors falling off which they just come and screw back on. They work replace the kitchen.
