Whose responsibility might it be to pay for damp work if house electrics are in our flat?

Please can I just check if anyone knows who should cover remedial works if our basement flat houses the electrics for the whole building and the room they are in is under the front steps and now very unfit for purpose due to bad damp?

We have asked a good specialist to come and investigate and quote at no charge at this stage but I am wondering whether I am right to think this is a whole building issue or whether it will depend on where the damp is originating from ? Before I email the owners upstairs .

What's the ownership situation? Do you both own shares of the freehold and your own flats leasehold? Not a very good conversion of the electrics for upstairs aren't separate from yours. This is the opportunity to sort that out I'd say.

Thank you! Yes I did look into separating them but it is much more costly to move them the electrics company said.
Yes we own share of freehold with the other flats.
