Can a wall be classed as “supporting” if it is single storey - only holding up a flat roof ?

If it is holding up the roof then yes! If it's parellal to the roof joists then possibly not but it could be bracing so don't remove it without an expert opinion.
Veluxes are not that expensive these days and are significantly nicer than sun tubes, which I think just look like a nasty round fluorescent light left on.
