Advice on making an offer

I'm really new at this! I've got a second viewing on a house next week and, if my kids and parents like it as much as I do, it's likely I'll be putting an offer in. The house is an ex-rental property in a nice location, priced appropriately as far as I can see based on sale prices in the last 12-18 months in our area. It's empty so no onward chain. I'm part of a very short chain as my parents have agreed the sale of an investment property they have which will fund buying this house. The sale is being made to a cash buyer and they are aiming to exchange by 30 November.

With this in mind, how close to the asking price would you offer? The house has been on the market about a month with no offers so far. It's priced at £325,000. Would it be cheeky to open negotiations by offering £300k?

If you can justify 300 then it's not cheeky at all... if you can find similar sold within 1/2 mile in the past year or so at around 300k then that's not cheeky.
Depending on what part of the country you are in prices have dipped in the London area... some by 10% or more but mainly from ridiculous initial asking prices.
