New Gas Fire installation woes

Hello

Are there new regs to fitting a Freestanding fire to an existing fireplace chimney that would mean it's no longer a simple job?

Existing 1960's Old grey slate / china like surround? With vents. Fire fitted in centre.

So far we've had:

An unelaborated written estimate of £1570 inc. for swapping an old fire for a new one (inc. Fire worth about £500 or so)

Vs

A verbal estimate of £1650 AND a pending Quote / survey cost of £100 (reduction of £50 if work carried out) Also inc. Gas Fire

All baffling the person. (I'm trying to help arrange it!!)

Previous smoke tests have been sound though the Gas Fire is 20 years or so old!
