Gas supply for rental flat - legal query

My DD has moved into a flat which has a gas boiler supplying central heating and hot water. The gas meter has been “stolen” and was missing on the day she moved in so there is no gas supply.

Her landlord has asked her to get a crime number so the gas supplier can be asked to come in and replace it. This she has done and she has contacted the gas supplier.

Is the landlord right to be getting her to do this or should they be getting it sorted for her. Is she entitled to get a rent reduction for not having hot water (luckily there is an electric shower)?

I agree the LL should be sorting out the issue of the stolen gas meter as it's his property. I don't believe she is entitled to a rent reduction because it's hardly the LL's fault the meter was stolen, plus it's getting sorted.
